Jakarta – Public Relations: His Excellency Chairman of the Supreme Court of the Republic of Indonesia, Prof. Dr. M. Hatta Ali, SH. MH. on all occasions and coaching always conveyed that one of the requirements for realizing Court Excellence is that the Court Leaders have high quality / competence and integrity. Therefore the process of coaching and supervising as well as the selection of Candidates for Court Leadership in 4 Judicial Bodies must receive proportional attention.
Director General of the General Judicial Body, Dr. Herri Swantoro, SH. MH. Continually and consistently conducting a fit and proper test for Class IA Leadership Candidates and Special IA Classes based on needs analysis. Fit and proper tests are held from 28 – 31 January 2018 based on the Decree of the Chief Justice of the Republic of Indonesia Republic of Indonesia Number: 48 / KMA / SK / II / 2017 Concerning Mutation Patterns and Promoting Judges.
In the process of fit and proper test examinees are required and must get a decent grade and pass the profile assessment or psychological test and exam materials:
a. Vision, Mission, Insight and Integrity;
b. Legal technical ability;
c. Court administration and services;
d. Managerial and Leadership; and
e. Code of Ethics and Code of Conduct for Judges.
The fit and proper test was attended by 45 participants, namely the Chairpersons and former Chairpersons of Class I B Courts, while the available quota or formation was very limited.
In the fit and proper test all participants must go through the stage of profile assessment or psychological testing conducted by an external party, namely PPSDM. According to PPSDM, the Psychology Profile Assignment is a structured and systematic activity to measure and analyze in order to know and understand aspects of a person’s Psychology and behavior (ability to think, work, character, motivation and the like) and compare or match with the requirements of Psychology / behavior in the position certain in this case the position of Chairman of the Class IA District Court and Special IA.
Material for the Code of Ethics exam and the Code of Conduct for Judges are conducted by the Supervisory Agency. This material is intended to determine the level of obedience and adherence of participants to the principles: fair, honest, wise and wise, being independent, high integrity, responsibility, upholding self-esteem, high discipline, humility and professionalism. By animating these universal and fundamental values or principles, it is expected that a leader is able to say and do the right thing is right, able to convey honestly, implement and apply the law properly so that it is trusted, and have spiritual intelligence, moral, reason.
In principle, the actual examination as a Court Leadership is not only in the selection of Candidates for the Chairperson, but when running as a Court Leadership in accordance with the formation required. The court leadership is required to have high intelligence and integrity in applying the principles of law and regulations and must also pay attention to the values of loyalty, local wisdom, supported by the principle of independence.
Management and leadership are intended to obtain information that participants understand and understand the administration and various services carried out by the court, because after passing the test will be assigned to lead and manage the Court. An expected leader is a leader who understands the principles of organization and management. The court leadership must master case, general, financial and civil service administration and Information Technology.

Leaders who understand the principles of management will be able to make good and relevant planning, both facilities and infrastructure, able to move all employees or staff to improve performance, able to instruct and implement basic tasks and functions in accordance with the position and job description, able to prepare reports, able to do monitoring and evaluating performance as well as providing good examples of discipline and modeling or role models. A good leader is not easy to complain and beg for guidance but will always learn and always prioritize the principle of caution, both in words, deeds and in deciding everything.
The court leadership is a unique leader and is different from other organizations / institutions. The Court Leaders are also required to master and be skilled in various juridical technical and legal practices, namely: General and Special Criminal Law, General and Special Civil Procedure, General and Special Criminal Procedure Law, General and Special Civil Procedure Law, as well as on Consignation and Execution based on laws and regulations -invitation.
The image and authority of the Supreme Court will be realized if the leaders have high competence and integrity. All Candidates for the Leadership of the First Courts in all classes and the Leaders of the Courts of Appeals in the General Courts are determined through fit and proper tests in order to realize and uphold objectivity, transparency and accountability.
